Liches ascend to powers unspeakable through the crush of the ages. Vampires (thanks to Van Richten) grow more powerful as time goes by. But there's more..
Jeff Grubb (pg. 54) "Such creatures are said to exist in both the Prime Material and the Negative Material planes simultaneously, though this is unlikely, as the two are not linked. There is no record of undead spotted in either the Positive or Negative planes, though they are found in the Quasi-Planes."
My theory is that a vampire mage could craft a phylactery that could be placed on and survive on the Negative Energy Plane. That phylactery should also exist on the prime. The Priest spell Gate of Doom creates a two-dimensional free-standing portal to Negative, so that should be required. Once the ties to Negative are strengthened....
I don't know what powers Demi-Vampires should have, but I know the effects. They guard treasure-holds where their Gates to Negative have been fixed. And if anyone is stupid enough to walk through the archway, then they meet a dipped-in-pitch version of the vampire in question. After all, what else does the vampire's double have to do, besides guard their... Well.

Nice! A portal into a plane of pure darkness and entropy? If someone was to step thought, how would that play-out? Damn, cosmic entropy cranked up to infinity+1! Who is dark and nihilistic enough to cross the line? Oh shit! We got our Demi-Vampire Lord!

You take (2d6 damage and lose a level) every round 'till you crumble away into nothing.
I've always been on the losing side of arguments about undead and Magic Jar. In theory, an undead mage would never have to suffer the losses of humanity/mortality. Just swap into a flesh-suit every time you get the urge! Don't Ghosts have MJ?
Poor Captain Barbosa, no mage spells at all, had to watch people eating apples.
The crafting of a phylactery has to involve the ability to move a soul. Since Liches do that before they die, it would be easy to assume that undead are incapable of moving whatever it is that passes for their souls...
