Half orcs? Yes many time, I played two Half orc pallies. But cleric? No I have only ever played a cleric once and he died at level 1.

In general, I like everything to be BtB as much as possible.
When we first started playing (A)D&D, we would cobble together things from just about any book we could get our hands on - which as you can imagine, led to a lot of imbalanced shit.
Having learned quite early on from that, we quickly started tightening things up about what to export from one game to another.
That being said, we've never kept the level limits on demi-humans.
Just throw in an XP penalty of some sort to keep humans viable, or you end up quickly with some stupid situations in party level composition.
As far as abilities go, half-orcs don't exactly have a plethora of advantages over humans. So let's assume the issue here isn't balance, but an RP-based one.
Cleric-level should be tied to faith in your god, not technology level/society level/etc. At the very worst, limit it by if Demi/Lesser/Greater God.
Having realized I'm about to embark on a rant.....I'm cutting myself off here.

AD&D is needless complicated with everything, so I never played the game wholesale like that. I never liked level caps. I would rather answer racial advantage with boosting the amount of EXP needed to gain levels.
A level 4 cap for anything is a joke! Unless you are playing a one-off game or a short-run campaign, there is no reason to take that option.

Never played a half-orc, but would be open to it. Not into level limits though and not into BtB, I want a game that is freewheeling.
