Here is the Town of Sweetwater. I made it as a Desert Base Camp. Enjoy.
The town of Sweetwater

The town of sweetwater is a welcome, secure town in the great desert. Visitors will first notice a walled town with a 60 foot lizardman statue in the middle of town. The walls are made of 20 foot mortared stone, blown smooth by the occasional dust storm. The land surrounding the town is dry, but still enough grasses can be found for horses, oxen, and donkeys. Three large wells are the centerpiece of this town, and it exists to serve travelers and merchant caravans as they ply the Gold trail north and east towards Dawnstar and Eastport, or head to the to the south to the main roads to the imperial city.
The people of Sweetwater are good people, but the hardscrabble life means that they do not accept outsiders openly until they show their true motives. and they are much more comfortable with a merchant caravan then the new waves of fortune seekers who are arriving to explore and plunder the Ruins of Avon Caûl.
1 Outsiders camp
Outside of the town walls lies a old ruined building. It is forgotten what it was, some say it was a large farmhouse, others say it was a inn. It is without a roof, but the 5 to 10 foot walls provide some protection from the wind at night. Those who are not allowed into the town for bad behavor or those who are too poor to own a house or rent a room at a inn are forced to live here. While there are some cutthroats here, for most it provides some protection in numbers.

Elanor is looks like 18 year old woman with brown hair appears to be very attractive except for a odd nose and over sized ears (which she covers with her hair)She is skittish around horses, as they sense the fact she is a Wererat, and may expose her for what she is.
In addition, there will be 1d6+1d4 Zero level humans and demihumans at this camp, many are ill maimed. They may be hired for torchholders, but the moral will be very poor. However sick individuals who have "cure disease" cast on them will 80% of the time become very loyal followers.
2 - The Thin Servant
The Thin Servant is the largest Inn in Sweetwater, however half of the inn is dedicated to animals as it is the main stopping location for caravans. The prices are 1.5x the listed price. It is noteworthy due to the fact that this inn has its own well. The Western 1/2 of the inn is a large open air stable system, while the eastern side is a two story Inn and tavern. The bottom floor is dominated by the common room, with two side room to allow business to transact between merchants.

A retired adventurer and now owner of "The Thin Servant". his beard is already turning grey, and he is known to mutter if he forced to work. He was given the nickname "Perceval" by his companions, long since dead from usual adventuring tasks. He always felt like a outsider, having no love for Ironworking and prefers to be above ground then below. He is one of the five aldermen of the Town of Sweetwater, and is well respected for running a honest Inn. Almost the entire town would defend him in a fight.
In a trapdoor under the kitchen hearth is his life savings. 4000 CP, 5000 SP, 6000 GP, 3 gems worth 500 each.

In fact they have been sent by a council of rangers to keep watch, as there has been increasing worries of what exactly is happening outside of Sweetwater. They will keep track of the party, and if the party is noted as seeking to eliminate the evils, they may give unexpected help. As the party gains levls, you can add levels to keep them in the range of the party. Have 2,000 SP in their room in a lockbox.

Orius is a unique man. He will come up the party and say "wanna see magic?" and then pull a copper out of someone ear. Dressed in garish robes, he could be mistaken for a fool. He will by all appearances appear to be a (not very good) stage performer pretending magical abilty to entertain guests. He will also try to sell fake amulets and rings of protection and other false magical goods. If confronted he will admit that he is a fake magic user.
The reality is much more darker. he is a devoted follower of Mortica the Pale, and he has come to town to spy on the town, as the party gets stronger, and closer to the Mortica Temple levels, he will try to ask for information on where the party is going, so that he can feed that to his bosses so they can arrange a ambush.

4 - Sweetwater Bazzar
The sweetwater Bazaar is a open air market where folks can buy and sell goods without a full time building. This is a popular spot for trade and gossip in the day, though at night it is mostly empty. One can find all sorts of goods being traded in the Bazaar, there is a number of regular traders and a steady stream of part time or one time dealers. If the party wishes, they can open a stall for 25gp a day, or 100 gp for a week to sell loot.

Horses and Mules is a local horse selling location, and one can also sell horse related gear. At the start of the week Ethithal will have 1d6 pack horses and 2d6 mules. She does strong trade with the caravans who ply the roadway. She sells at book prices. Even if she sells out, she will have additional mule within 24 hours, but otherwise will take a week to replenish her stock.

This is a small shrine to the faith of Zakros, with a Cleric to provide low level services and preach. However it mostly known for its small subshrines of saints. Some visitors meet it as it is the only shrine to St. Kri Evergreen. There is also shrines to St. Vincent of Valson, St. Asnor, and St. Harrowmain. Services are at cost, unless one is associated with one of the saints or a Zakrocarian Crusading order.

This is the Temple of Quefer and mortuary for the town of sweetwater. All dead bodies are burned at nightfall, and the fires quenched with wine and water at midnight. and ashes added to the basin of Quefer at dawn. The main part of the shrine is the idol of Quefer (robed woman with hands holding a basin of water.) and the Basin of Quefer which consists of the cremated remains of those who die in sweetwater. Anyone in the basin cannot be raised barring a wish.

(in fact, his mom was sold to illegal slavers and is reported to be in a harem in Kush Kush) He will have odds and ends and will buy things for cheap, and sell dearly. he also has a small farm outside of the city walls, but enters the city at night for protection.

Both of these are the public wells located in the city, and the reason why this town exists. Locals pay a SP a month to maintain the wells. Outsiders pay a SP a day to access the wells and also a additional SP for horse or other large livestock that needs to be watered.
15 - Stormkillers Iron
Thorin Stormkiller is a blacksmith who focuses on making metal objects for everyone outside of weapons and armor, though he will gladly buy such items. He makes his living selling to the caravans and locals. He is a strong drwarf who does not explain why he not in a dwarven hold. (DM choice on why). He will have 1000 gp in gold, most of it buried under his anvil. he buys at 75% of book, and sells at 125% of book.

Jakor is a retired caravan guard, who found farming in the desert harder then he thought. He is madly in love with Kathryn (location 18), and would accept Khailey once she comes of age, but Oakbark does not like Jakor. After 3 months with the party being at the location, Jakor will seize Khailey on her name day and go into the desert. The Party can earn a lot of good will in rescuing Khailey when this happens. If they refuse in 2 months he will return with a newly expecting Khailey and force the marriage. This is a homestead turned into a flophouse. The widow Katalin hires rooms out by the month to men and the occasional woman who need to stay in town for longer time, she charges at the first of the month a rate equal to two weeks in a inn. she provides a common stew (pottage) for her houseguests, at normal rates. 29. Thighair house
Thighair one eye is by all appearances a nearly blind old man suffering from illness, and begs on the shade in the day. The reality is that he is a masterful thief who runs the limited underworld of sweetwater. He has contacts from both raiders in the desert, and any pickpocket who operates in town. He expects 10% of any shady dealing in the area. Both the Eastport and Imperial city thieves guilds recognize that this is his territory. A party thief operating for more then a month in the area will be approached to pay up. Buried in a trapped chest under his hearth is 5,000 GP in mixed coinage, and a additional scroll of 1d4 spells of 1-3rd level.
Thighair collects protection "tolls" from the caravans, and will deal with anyone threatening the caravans. If he feels that the person cannot be dealth with by himself, he can have 1d4+2 fighters of 2-5th level in 2 days time (raiders from the desert) to enforce his will.

33. The Statue
This is a large, 60 foot statue of a pointing Lizardman. The locals say that it is older then the town, and in fact, the statue is nearly 2000 years old. It is most noteworthy that it is carefully balanced, and as the wind direction changes, the statue pivots, with the finger pointing towards the wind direction. The locals have called it "Lizza the Lizard" and is a landmark that can be seen miles away, and can help guild even a lost party back to sweetwater. The towns folk are very protective of "Lizza" and will not stand anyone poking, prodding, or damaging the statue.
34. Dunk's Homestead
A new arrival in town, seeking to provide the town with fresh food, and dabbles in farming and trading. However he leaves for weeks at a time. Turns out he is consorting with the less savory residents of the desert, including Desert-Hags and Deathwalkers trying to obtain secret knowledge. It is up to the DM if he becomes a resource of knowledge for the party, or a man lost to the dark paths. Or perhaps both.

The town of Sweetwater

The town of sweetwater is a welcome, secure town in the great desert. Visitors will first notice a walled town with a 60 foot lizardman statue in the middle of town. The walls are made of 20 foot mortared stone, blown smooth by the occasional dust storm. The land surrounding the town is dry, but still enough grasses can be found for horses, oxen, and donkeys. Three large wells are the centerpiece of this town, and it exists to serve travelers and merchant caravans as they ply the Gold trail north and east towards Dawnstar and Eastport, or head to the to the south to the main roads to the imperial city.
The people of Sweetwater are good people, but the hardscrabble life means that they do not accept outsiders openly until they show their true motives. and they are much more comfortable with a merchant caravan then the new waves of fortune seekers who are arriving to explore and plunder the Ruins of Avon Caûl.
1 Outsiders camp
Outside of the town walls lies a old ruined building. It is forgotten what it was, some say it was a large farmhouse, others say it was a inn. It is without a roof, but the 5 to 10 foot walls provide some protection from the wind at night. Those who are not allowed into the town for bad behavor or those who are too poor to own a house or rent a room at a inn are forced to live here. While there are some cutthroats here, for most it provides some protection in numbers.

2 - The Thin Servant
The Thin Servant is the largest Inn in Sweetwater, however half of the inn is dedicated to animals as it is the main stopping location for caravans. The prices are 1.5x the listed price. It is noteworthy due to the fact that this inn has its own well. The Western 1/2 of the inn is a large open air stable system, while the eastern side is a two story Inn and tavern. The bottom floor is dominated by the common room, with two side room to allow business to transact between merchants.

If the party wishes, they can open a stall for 25gp a day, or 100 gp for a week to sell loot.

The main part of the shrine is the idol of Quefer (robed woman with hands holding a basin of water.) and the Basin of Quefer which consists of the cremated remains of those who die in sweetwater. Anyone in the basin cannot be raised barring a wish.

He is madly in love with Kathryn (location 18), and would accept Khailey once she comes of age, but Oakbark does not like Jakor. After 3 months with the party being at the location, Jakor will seize Khailey on her name day and go into the desert. The Party can earn a lot of good will in rescuing Khailey when this happens. If they refuse in 2 months he will return with a newly expecting Khailey and force the marriage. This is a homestead turned into a flophouse. The widow Katalin hires rooms out by the month to men and the occasional woman who need to stay in town for longer time, she charges at the first of the month a rate equal to two weeks in a inn. she provides a common stew (pottage) for her houseguests, at normal rates. 29. Thighair house
Thighair one eye is by all appearances a nearly blind old man suffering from illness, and begs on the shade in the day. The reality is that he is a masterful thief who runs the limited underworld of sweetwater. He has contacts from both raiders in the desert, and any pickpocket who operates in town. He expects 10% of any shady dealing in the area. Both the Eastport and Imperial city thieves guilds recognize that this is his territory. A party thief operating for more then a month in the area will be approached to pay up. Buried in a trapped chest under his hearth is 5,000 GP in mixed coinage, and a additional scroll of 1d4 spells of 1-3rd level.
Thighair collects protection "tolls" from the caravans, and will deal with anyone threatening the caravans. If he feels that the person cannot be dealth with by himself, he can have 1d4+2 fighters of 2-5th level in 2 days time (raiders from the desert) to enforce his will.

This is a large, 60 foot statue of a pointing Lizardman. The locals say that it is older then the town, and in fact, the statue is nearly 2000 years old. It is most noteworthy that it is carefully balanced, and as the wind direction changes, the statue pivots, with the finger pointing towards the wind direction. The locals have called it "Lizza the Lizard" and is a landmark that can be seen miles away, and can help guild even a lost party back to sweetwater. The towns folk are very protective of "Lizza" and will not stand anyone poking, prodding, or damaging the statue.
34. Dunk's Homestead
A new arrival in town, seeking to provide the town with fresh food, and dabbles in farming and trading. However he leaves for weeks at a time. Turns out he is consorting with the less savory residents of the desert, including Desert-Hags and Deathwalkers trying to obtain secret knowledge. It is up to the DM if he becomes a resource of knowledge for the party, or a man lost to the dark paths. Or perhaps both.
