Each character (PC or NPC) has:
1 skill per level
1 skill per point of INT above 10
Note that a multi-class character begins with 2 or 3 skills, and adds a skill each time he advances in level (for example: a F2MU2T2 has a total of 6 skills, before INT modifier).
Generally, rolls are not made for skill use.
Skills are generally just a way of fleshing out your character, giving him some depth.
Note that a skill is either:
a) weapon proficiency
b) non-weapon proficiency
c) language
d) secondary skill
The character's first skill will always be spent on a secondary skill.
